EU VAT Refund Calculator
EU VAT Refund Calculator: estimate your tourist VAT refund
Estimate only. Actual refunds depend on the operator, minimum spend thresholds per country, and getting your form stamped at customs when leaving the EU.
An EU VAT Refund Calculator helps estimate how much VAT is included in a purchase made in an EU country. For UK VAT refunds, see our UK VAT refund guide. Businesses reclaiming foreign VAT can use our foreign VAT reclaim guide.
The calculation is different from the final refund you receive. The amount you can actually recover depends on the country where you made the purchase, whether you qualify for tax-free shopping, the purchase value, customs validation, and any fee charged by a retailer or refund operator.
This calculator is mainly useful for non-EU residents travelling in Europe. EU countries do not use one identical refund procedure, so the country where you made the purchase matters when checking the refund rules.

How the EU VAT Refund Calculator Works

A tourist VAT refund calculation normally starts with a VAT-inclusive purchase price.
To estimate the VAT included in the price:
VAT Included = Purchase Price × VAT Rate ÷ (100 + VAT Rate)
For example, if you buy an item for €1,200 including 20% VAT:
€1,200 × 20 ÷ 120 = €200 VAT
The €200 is the VAT contained in the €1,200 price. It is not automatically the amount you will receive from the refund process.
A calculator can estimate the tax portion, but it cannot decide whether your purchase qualifies for a refund. That depends on the country’s rules and your circumstances as a traveller.
Information You May Need
- Total purchase price including VAT
- EU country where you bought the goods
- VAT rate charged on the purchase
- Proof of residence outside the EU
- Purchase and refund documents
- Any retailer or refund operator fee
- Departure and customs validation details
EU guidance says non-EU travellers generally need to prove residence outside the EU, take the goods out of the EU within three months of purchase, and have the refund documents validated by customs before leaving the EU. Each Member State can set its own minimum purchase value and procedures.
EU VAT Rates and Tourist Refund Conditions
EU countries use different VAT rates and different tax-free shopping procedures. The standard VAT rates for the countries covered in this guide are:
| Country | Standard VAT Rate |
| France | 20% |
| Germany | 19% |
| Italy | 22% |
| Spain | 21% |
| Belgium | 21% |
| Greece | 24% |
| Netherlands | 21% |
| Ireland | 23% |

The standard rate is useful for a basic estimate, but some goods and services can have reduced or special VAT rates. The VAT rate actually charged on the purchase should be used when calculating the VAT included in the price.
Tourist refund conditions also vary. There is no single purchase minimum that applies across the whole EU. The country where you bought the goods sets the relevant conditions.
| Country | Tourist Refund Point to Check |
| France | €100 minimum in the same store on the same day and PABLO/customs validation |
| Germany | Current German tax-free shopping and export validation requirements |
| Italy | More than €70 per invoice and electronic/customs validation |
| Spain | Spanish tax-free shopping and customs requirements |
| Belgium | Belgian tax-free shopping and customs requirements |
| Greece | Greek tax-free shopping and customs requirements |
| Netherlands | Current Dutch tax-free shopping and digital customs process |
| Ireland | At least €75 per export voucher and proof of export |
The VAT rate tells you how much tax is contained in the price. It does not by itself tell you how much money will be returned.
Country-Specific EU VAT Refund Calculations
The VAT calculation follows the same formula when the price already includes VAT. The refund conditions can change from one country to another.
Using a €1,200 VAT-inclusive purchase:
| Country | VAT Rate | VAT Included in €1,200 |
| France | 20% | €200.00 |
| Germany | 19% | €191.60 |
| Italy | 22% | €216.39 |
| Spain | 21% | €208.26 |
| Belgium | 21% | €208.26 |
| Greece | 24% | €232.26 |
| Netherlands | 21% | €208.26 |
| Ireland | 23% | €223.90 |
For a VAT-inclusive price, use:
VAT Included = Price × VAT Rate ÷ (100 + VAT Rate)
These figures show the VAT contained in the purchase price. The amount eventually paid to the traveller can be lower because of eligibility rules, retailer arrangements or refund-provider fees.
France VAT Refund Calculation
France uses a 20% standard VAT rate for many goods. A €1,200 purchase including 20% VAT contains €200 of VAT.
€1,200 × 20 ÷ 120 = €200
France uses the PABLO system for electronic validation of eligible tax-free purchases. The current French customs rules require purchases to exceed €100 including VAT when made in the same store on the same day.
The traveller must present the goods and the required tax-free document for customs validation when leaving the EU. French customs validates the export, while the seller or refund operator handles the refund.
Italy VAT Refund Calculation
Italy’s standard VAT rate is 22%. A €1,200 VAT-inclusive purchase contains about €216.39 in VAT.
€1,200 × 22 ÷ 122 = €216.39
Italy requires the value of goods on each invoice to exceed €70. The goods must be for personal or family use, and the traveller must be resident or domiciled outside the EU.
Italy uses an electronic tax-free process through OTELLO. The export must be validated by customs within the required period before the goods leave the EU.
Germany VAT Refund Calculation
Germany’s standard VAT rate is 19%. A €1,200 purchase including 19% VAT contains about €191.60 in VAT:
€1,200 × 19 ÷ 119 = €191.60
The traveller must meet Germany’s tax-free shopping conditions and complete the required export validation before leaving the EU.
Spain VAT Refund Calculation
Spain’s standard VAT rate is 21%. A €1,200 VAT-inclusive purchase contains about €208.26 in VAT:
€1,200 × 21 ÷ 121 = €208.26
The purchase must meet Spain’s tax-free shopping requirements, and the required export validation must be completed before the traveller leaves the EU.
Belgium VAT Refund Calculation
Belgium has a standard VAT rate of 21%. On a €1,200 purchase including VAT, the VAT portion is about €208.26:
€1,200 × 21 ÷ 121 = €208.26
The traveller must meet the Belgian tax-free shopping conditions and complete the required customs validation.
Greece VAT Refund Calculation
Greece has a standard VAT rate of 24%. A €1,200 VAT-inclusive purchase contains about €232.26 in VAT:
€1,200 × 24 ÷ 124 = €232.26
The traveller must meet the applicable Greek tax-free shopping conditions and complete the required export validation.
Netherlands and Amsterdam VAT Refund Calculation
The Netherlands has a standard VAT rate of 21%. A €1,200 VAT-inclusive purchase contains about €208.26 in VAT:
€1,200 × 21 ÷ 121 = €208.26
Amsterdam follows the Dutch national VAT rules, so it does not have a separate Amsterdam VAT refund rate.
The Netherlands has moved to digital processing for tourist VAT refunds. Travellers should check the current Dutch Customs process before departure and follow the instructions for customs validation.
Ireland VAT Refund Calculation
Ireland’s standard VAT rate is 23%. A €1,200 VAT-inclusive purchase contains about €223.90 in VAT:
€1,200 × 23 ÷ 123 = €223.90
Ireland’s Retail Export Scheme applies to qualifying goods bought by eligible tourists and travellers. Current Revenue guidance states that each supply must have an export voucher value of at least €75 and that the goods must be exported by the last day of the third month following the month of purchase.
The retailer or refund agent handles the refund after proof of export. Services such as hotel accommodation and restaurant meals are outside the Retail Export Scheme.
VAT Refunds at EU Airports
The airport or other final EU departure point is where the traveller normally completes the customs validation required for a tourist VAT refund.
Before leaving the EU:
- Keep the purchased goods available for inspection.
- Keep your passport or proof of residence.
- Keep your original invoices and tax-free documents.
- Find the correct customs validation point.
- Allow enough time for the customs process.
- Complete the required validation before leaving the EU.
EU guidance states that VAT refund claims must be validated by customs before departure. The validation can be digital or physical depending on the country.
If you travel through another EU country before flying to a non-EU destination, the customs process normally takes place at the point where you leave the EU customs area. The exact procedure can depend on the country and your route.

Rome Fiumicino Airport VAT Refund
Italy uses OTELLO for electronic tax-free invoices and customs validation.
At Rome Fiumicino Airport, a traveller leaving the EU with eligible Italian purchases should have the required tax-free invoice, passport and goods available for customs checks.
Italian Customs validates the export but does not pay the VAT refund. The refund is made by the retailer or the relevant tax-free intermediary.
This distinction matters when using a calculator. The calculator estimates the VAT contained in the purchase, while the retailer or refund operator handles the actual refund.

Global Blue, Planet and Other VAT Refund Operators
A retailer may handle a VAT refund itself or use a specialised refund operator.
Operators such as Global Blue and Planet can process refunds for participating retailers. Their involvement does not change the VAT rate used in the calculation.
The final payment can be lower than the VAT contained in the purchase because a refund operator may deduct a service or processing fee.
Before relying on a refund estimate, check:
- Who will pay the refund
- Whether a fee will be deducted
- Which documents are required
- Where customs validation takes place
- Which payment method is available
- How the refund status can be tracked
VAT Refund Apps for European Travel
Some countries and refund operators use digital systems or mobile apps to manage tax-free purchases.
An app may help you:
- Track refund information
- Check the status of a claim
- Receive customs instructions
- Manage digital documents
- Follow the refund process
The app does not replace the underlying eligibility requirements. You may still need to show your passport, documents and purchased goods to customs.
Italy uses OTELLO for electronic tax-free invoices and customs validation. Other countries and refund operators may use their own digital systems.
Retailer-Specific VAT Refund Questions
The retailer matters because not every shop handles tourist VAT refunds in the same way.
Before paying, ask the retailer:
- Does the store offer tax-free shopping?
- Which documents will I receive?
- Is the refund handled by the store or an intermediary?
- Is there a minimum purchase value?
- Where must I complete customs validation?
- Will a refund fee be deducted?
A calculator cannot confirm whether a particular retailer participates in a tax-free shopping scheme. It can only estimate the VAT amount from the purchase figures and applicable rate.
Apple VAT Refunds in Europe
Buying an iPhone, Mac, iPad or another Apple product does not automatically create a VAT refund.
The purchase must meet the tax-free shopping rules of the country where the goods were bought. The retailer’s process and documentation can also affect the claim.
For the calculation, use the VAT rate actually charged on the invoice rather than assuming that the entire VAT amount will be returned.
Cartier VAT Refunds in Italy
A Cartier purchase in Italy can qualify for a tourist VAT refund when the traveller meets the Italian requirements and the purchase is eligible.
Italy requires the value of goods on each invoice to exceed €70. The goods must be intended for personal or family use, and the traveller must be resident or domiciled outside the EU.
For a €10,000 purchase including Italy’s 22% VAT:
€10,000 × 22 ÷ 122 = €1,803.28 VAT
The €1,803.28 is the VAT contained in the price. The actual refund can be lower if a tax-free intermediary deducts a service fee.
Tourist VAT Refund vs Business VAT Refund
Tourist VAT refunds and business VAT recovery are different processes.
Tourist refunds generally apply to eligible goods carried out of the EU by qualifying non-EU travellers. Business VAT refunds apply to VAT incurred by businesses and follow separate conditions and procedures.
A business should not use a tourist refund calculation simply because an employee bought something while travelling. Business expenses may need to be handled through the appropriate VAT recovery process.
FAQs
Final Thoughts
An EU VAT Refund Calculator can show how much VAT is included in a purchase, but the calculation is only one part of a tourist VAT refund.
The basic calculation is simple when the purchase price already includes VAT. The harder part is checking whether the purchase qualifies, whether you meet the residence and export requirements, whether the country has a minimum purchase value, and how the refund will be processed.
Before leaving the EU, keep your passport, invoices, refund documents and purchased goods ready for customs validation. Also check the retailer or refund operator’s fees and payment process.
EU countries use different tax-free shopping procedures, so check the current rules for the country where you made the purchase before relying on a refund estimate.
